Projects: Add regularly occurring incomes and costs

Add regular incomes or costs to a project using the "repeats monthly" and "repeats weekly" options.

For example, repeats every 2 weeks for 10 occurrences will create 10 placeholders each 2 weeks apart

These placeholders can then be individually edited and replaced via the existing edit and replace options.
