Hi there,
The NHVR is working with the Victorian Government Department of Transport and Planning (DTP) in preparation for the launch of the Heavy Vehicle Structural Assessment Permit System (HVSAPS) on 12 January 2026.
HVSAPS will remove the need for manual bridge assessments for DTP, with a goal of providing Class One and PBS operators faster consent approvals for Victorian state-controlled roads and reduce administrative burden.
HVSAPS is directly accessible through NHVR Go. You can access HVSAPS from the new Access Assessment tool, available under the access permits menu, by selecting ‘Access Assessment’. At launch the new tool will only be accessible to PBS operators but will be expanded to Class One operators in the second quarter of 2026.
The NHVR has HVSAPS permit FAQs available through the website alongside general ‘Access Management’ information, however DTP is the lead agency for this project. Link to HVSAPS FAQs.
All enquiries about HVSAPS should be directed to hvsaps_support@transport.vic.gov.au

‘NHVR Go’ is the new name for the NHVR Portal. The refreshed design and brand of the Portal will see NHVR Go become the heavy vehicle hub driving customers forward.
While NHVR Go will offer the same tools and services as the Portal, the improved look and feel reflects the NHVR’s commitment to gearing up for the future.
Through NHVR Go, road managers and industry have access to regulatory tools and services through a single, digital destination.
NHVR Go will continue to embed growing technological offerings in 2025, including the National Network Map which offers a single and authoritative location for the heavy vehicle industry to map journeys across state and territory borders for their entire fleet.
The NHVR will soon roll out an improved intelligent route planner, integrated within the map, to enable faster journey planning and better efficiencies for operators.
